Four technologies, one marketing term
Search for a second phone number and you will be shown four products that look interchangeable and are not. A VoIP number from a service like Google Voice, a disposable number inside a burner app, a second line provisioned as an eSIM by a carrier or MVNO, and a physical second SIM in a dual-SIM handset are architecturally different things. They route calls differently, they survive network outages differently, they pass or fail SMS verification differently, and only some of them can be ported away if you change your mind.
The failure mode is almost always the same. Somebody picks the cheapest or most convenient option, uses it for six months, and then discovers it cannot do the one thing they eventually needed — receiving a bank's verification code, staying reachable when the data connection drops, or keeping the number when the app shuts down. Choosing correctly means starting from what the number has to survive, not from the price.

How VoIP second numbers actually work
A VoIP second number is not a phone line. It is an account on somebody's server that happens to own a phone number, and your app is a client that connects to it over the internet. That indirection is the whole story. - Screening and organisation. Voicemail transcription, separate ringtones, call recording where legal, and per-number do-not-disturb schedules are standard because it is all software.
- Geographic freedom. You can usually pick an area code unrelated to where you live, which matters for local-presence business use or for keeping a hometown number after moving.
Where VoIP breaks
Three places, consistently.
Emergency calling. Traditional 911 routing depends on the network knowing where you physically are. VoIP services handle this inconsistently — some do not offer emergency calling at all, some require you to register a static address that then becomes what dispatchers see regardless of where you actually are. Never treat a VoIP number as your emergency line.
SMS verification. Banks, brokerages, crypto exchanges, some government portals and an increasing number of ordinary apps block SMS delivery to numbers flagged as VoIP. They do this deliberately, because VoIP numbers are cheap to acquire in bulk and are therefore favoured by fraud operations. You will not get a warning; the code simply never arrives, or the signup form rejects the number outright.
Dependency on the provider's continued existence. A carrier number is portable by regulation. A VoIP number's portability depends on whether the provider supports porting out, and services have shut down with limited notice before. Check the port-out policy before you publish the number anywhere.
Rule of thumb: a VoIP number is for people who want to reach you. A carrier number is for services that need to verify you. Do not mix them up, and never make a VoIP number your account-recovery number.
Carrier second lines and eSIM
An eSIM second line is a real carrier subscription. The difference from a traditional SIM is only that the credentials are downloaded to a chip soldered into the phone rather than living on a plastic card you insert. Everything downstream — how calls route, how the number is treated by verification systems, whether emergency services work, whether you can port out — is identical to a normal line.
That is the entire appeal. A carrier second line has no asterisks. It receives every verification code, it works when data is down because voice and SMS ride the cellular network directly, it supports emergency calling properly, and it is portable by law. The cost is that you are paying for a second subscription, and you are consuming one of your phone's limited SIM slots.
How dual-SIM actually behaves
Most modern phones are dual-SIM dual-standby. Both lines are registered to their networks and both can receive calls, but only one radio chain is active at a time for an actual call. In practice that means if you are on a call on line one, line two behaves as though your phone is switched off — callers go to voicemail. Very few consumer phones do dual-SIM dual-active, which would let both lines handle traffic simultaneously.
You also get to choose, per line, what it is used for: default for voice, default for SMS, default for mobile data. Getting this configuration wrong is the single most common dual-SIM support issue. Recycling is the thing people underestimate. A number you burn goes back into a pool and gets issued to someone else, often quickly. Any account you attached to it is now attached to a number a stranger controls. If that account has SMS-based password reset enabled, you have handed over a recovery path. Legitimate uses
- Selling something on a classifieds marketplace where you must publish a contact number to strangers.

Uses that will hurt you

- Anything you will still want access to in a year.
- Any account where the number becomes the recovery method.
- Anything requiring reliable inbound delivery — burner-app numbers are flagged even more aggressively than mainstream VoIP.
Treat a burner number the way you would treat a paper receipt: useful now, worthless later, and never the thing you build on.
The verification problem in detail
Because this is where most second-number plans fall apart, it is worth understanding the mechanism rather than just the symptom.
When a service decides whether to send you an SMS code, it typically performs a lookup against a database that maps number ranges to carriers and line types. That lookup returns a classification — mobile, landline, VoIP, prepaid, toll-free. Services then apply policy. A bank might accept mobile only. A social platform might accept mobile and landline but not VoIP. A crypto exchange might additionally reject numbers on carriers with known bulk-provisioning.
Two consequences follow. First, the classification is a property of the number range, so you cannot fix it by changing apps — a VoIP number is VoIP no matter which client you use. Second, the policy is per-service and changes without notice, so a number that works for a service today may stop working after a policy update.
There is a partial exception worth knowing: a number that was originally issued by a mobile carrier and then ported to a VoIP provider often retains a mobile classification in some databases, because the underlying range is a mobile range. This is why some people successfully port an old carrier number into a VoIP service and find it still passes verification. It is unreliable, it varies by which database a given service queries, and it can change when databases are refreshed. Do not build on it.
Practical structure: keep one carrier line that you give to almost nobody and use exclusively for financial and account-recovery verification. Put a VoIP or second carrier number on everything public. The private line's value comes from its obscurity, so protect it the way you would protect a password.
Porting: keeping a number you already have
Porting moves a number between providers. In the US it is a regulated process and the receiving provider does the work — you never cancel first. Cancelling before the port completes releases the number and the port fails, which is the single most common self-inflicted porting disaster.
What you need before starting
- The account number with the current provider, which is frequently not your phone number.
- The transfer PIN or port-out PIN. Most major carriers now require you to generate this deliberately, either in the app or by a specific SMS command, and it usually expires within days.
- The billing name and service address exactly as the current provider has them. Mismatches are the second most common port failure.
- An active account. The number must still be in service.
Direction-specific caveats
Carrier to VoIP generally works, and is how people retire an old line without losing the number. Expect a one-time fee.
VoIP to carrier works only if the VoIP provider supports port-out. Some do not, and some make it deliberately awkward. Verify this before you commit a number to a VoIP service.
Prepaid to anything requires the account to be active and not lapsed. A prepaid line that has expired has usually already released the number.
Financed device lines may be locked. Carriers can require a device to be paid off and a line to be active for a set period before they will release it.
Once a port completes, the old service terminates automatically. Do not be surprised by a final prorated bill, and check for equipment you are expected to return.
Choosing: a decision path
Work down this list and stop at the first match.
- Does the number need to receive bank or brokerage verification? Carrier line. No exceptions, no VoIP, no burner.
- Does it need to work when your data connection is down? Carrier line. Voice and SMS on a cellular network do not depend on a working data session.
- Is it for a business you expect to still run in five years? Carrier line, or a VoIP provider with a written port-out policy. The number is an asset; make sure you can take it with you.
- Is it a public-facing number you want screened, transcribed and routable? VoIP. This is what VoIP is genuinely best at.
- Is it for one transaction with a stranger? Burner app. Discard it afterwards and never attach an account to it.
- Do you travel between countries and want a local number in each? eSIM, either from a travel eSIM provider or a second carrier line. This is the use case eSIM was built for.

Mistakes that cost people their numbers
A short list, all of them common.
Cancelling before porting. Covered above, and worth repeating because it is unrecoverable. The receiving carrier initiates; you do nothing to the old account until the port lands.
Letting a prepaid second line lapse. Prepaid numbers are reclaimed after a period of inactivity that can be as short as a couple of months. If you are keeping a number purely to hold it, understand that provider's specific inactivity window and set a calendar reminder.
Using the second number as recovery for the first. If both live on the same device and the device is lost or the SIM is swapped by an attacker, both are gone at once. Recovery methods should not share a failure domain.
Publishing the carrier line. Once a number is in circulation it attracts spam and it appears in data broker records. The private line stays valuable only while it stays private.
Assuming the VoIP provider will exist forever. Free services get discontinued. If a number matters, either keep it on a carrier or confirm you can port it out on demand.
Ignoring the per-line data setting. On dual-SIM, set voice, SMS and data defaults deliberately the day you activate. Fixing it after a surprise overage is more annoying than getting it right up front.
